Ok, STEV is nearing completion and I've reworked most of the ships on there balancing issues.
Here is what we've come up with thus far:
Federation

NOTE: When it says "Type IV Jamming" that means that Torpedo will be suseptible to that type of Jamming.
NOTE: Cardassians will be like a weaker Dominion, but will make it up with numbers (ie weapon space, cargo space) and number of weapons. As well all races will have special weapons for the "upper" class type of vessels, as well, most "science" type vessels will come standard with ship scanners and density scanners and some misc. "other" niceities.

Here's my bit...
Good shields Average Armor (armor upgrades avaliable along with shield upgrades...but all are quite costly.)
Weapons
Phasers- good against shields, crap against armor Torpedoes- great against shields, good against armor
Klingons
Avereage shields Great armor Fast and powerful forward attacks (good armor cause cloaking leaves them w/ NO shields...a little protection)
Disruptors- average against shields, average against armor Torpedoes- (similar to Federation) Other- Powerful main foward array
Romulans
Good shields Great armor Slower ships, but weapons spread wide and are quite powerful. (good armor cause cloaking leaves them w/ NO shields...a little protection)
Plasma weapons- good against shields and armor. Torpedoes- can be called "most feared" Other- Powerful main foward array
Cardassian
Good shields Good armor Slower ships and weaker disruptor beams (but watch for that dreaded Main weapons arrayP
Cardassian Disruptor beams- Average against shields, ok against armor Torpedoes- (same as Federation) Other- Very powerful (slow firing) main array...
Dominion (Jem'Hadar)
Great shields good armor Very slow turning and accelerating ships (except for the Attackship)
Polaron Beams- Excellent against shields, crap against armor (sucks fuel) Polaron Torpedoes- No homing...Great against both shields and armor
