In the EVO Bible Annoted Edition it states this: When you create a new outfit, you will need to create a number of PICTs and either create STRs or modify STR#s. You'll need a 100x100 outfitter dialogue pict, ID# = 6000 + oütf index# (Not the ID#, see Chapter 5 for more info), a 32x32 small outfit dialogue pict, 6101 + oütf index#, and a number of STR#s/STRs.
What does it mean by a 100x100 outfitter dialogue pict?

It means a picture of the outfit in 'PICT' resource format, 100x100 pixel size, 256 colors. This is the picture that is displayed in the outfitter dialogue in the game when you select the outfit. You also need a 32x32 pixel PICT for the outfit selection display.
