In the EVO Bible that came with 1.0.2, the flet section of it talks a couple times about how you can makes reference to a fleet from within a dude resource.
"Fleets can also be made to appear by including them in dude resources. "

If I remember right, to make a dude point to a flet, you put the negative value of the flet's id into the shipType field in the dude resource. If that doesn't work, try adding 1000 to the id# of the flet resource and putting it in the box. Just remeber, don't use the dude that points to the flet in a mission.
