No new spells with level ups. Normal?

I'm at level 23, and have not been given the option of learning new alchemy for about for or five level ups now. Have I learned all there is, or should I still be learning new spells every two levels?

Im not sure if its possible or not, but I wonder if a plug can inhance a plug....
