Plot is one of the biggies. Graphics are important too. A plug can have a great story but bad graphics, and it will be looked down upon.

Plot
Plot and graphics aren't the only thing that makes a good plugin. If you don't have decently designed ships then everything sux. Take that star wars plugin with the awesome graphics for example, it sucked because it had a bad plot AND because some of the ships (like the corriliean ships) went extremly fast. If he had slowed them down a bit so they could actually land on something...

When I was writing Frozen Heart, someone told me that no plug could be any good if it had a ship that was too good.
I disagreed.
As long as the challenges are only just possible, it doesn't matter how good the ship is, and making them faster can actually add to the challenge.
My favourite is still Eye of Orion, which adds almost no new ships, virtually no new worlds, graphics or any of the usual stuff. It's just a brilliant story.
It does add to the challenge to an extent, but when a ship is so fast that an AI controlled ship can't land on anything then there is a problem. If it just adds a little bit of challenge so that the player has trouble controlling it then thats one thing. If the AI can't control it then that's something else.
Sigh The AI often cant land with UE fighters, does that make them too fast? Or kraits.
The AI blows. They start turning around when the planet is on the screen. That is not soon enough. Take Miranu Heavy Freighters. They hardly land either.
That's not what I mean. The corrilean ships in the Star Wars plug I mentioned earlier went so fast that they just zipped by so fast you could hardly see them. It's not because their turning was poor(as is the case of Miranu heavy freighters). As for the Kraits & UE Fighters, they're supposed to be extremly fast(if they weren't they would be really crappy fighters). The ships im talking about were ship that had little cargo room and weren't fighters. They were pretty much like scoutships except much, much faster.
With the ships, what matters is the delicate balance of speed, turn rate, and acceleration. As for a plugin, it's plot first, graphics next, ships third.
