How can I make a person appear more often?
Only by including lots of copies of the Pers, and setting them only to appear in certain mission conditions. Tie them into a mission so that they don't appear again after they're needed.

That's right. If you open up FF or FH you'll find lots of copies of the same PERS. You'll be surprised at how many you need just for a reasonable probability.
But... what happens if 2 appear in the same system at the same time?
I suppose you could restrict each one to a system, but then the odds would be no greater.... or would they?
Without checking it up (it's been a long time), I'm fairly sure that using the bit functions etc you can prevent it from appearing twice in the same system. In any case, it wouldn't matter that much, as both ships would detect themselves as being of the same government, and it would just appear to the player like a small flottilla owned by the same guy (or girl). You wouldn't be able to accept the PERS mission twice, which is what would give the game away.
An interesting idea -- what about one PERS impersonating another.
