Okay, got it...and finished it (the mission)! I created a set/clear misbit mission, chose it, took off and landed and found all the missions I might do (Rescue Prospector, Instrument Failure, Drive Failure...). Unfortunately, because those don't have associated text, for example, for the Instrument failure and Drive failure missions, I'm getting "there's a warning siren at some Voinian base..." or some such thing. Weird, huh?

Actually, those missions don't exist, which is why there is no text for them, no strings, and it isn't actually possible to get them, unless you hack the plugin.
Why not just take my advice and play it? Or, heck, why not write your own plugin for your own universe?
Forgive me if I sound negative, but I have had, over the past years, hundreds of emails saying things like:
"You made a mistake in your plugin — two planets are on top of each other. But I fixed it by moving the planet — now I'm going to post the fix on the plugins pages"
"You made a mistake in your plugin — it's not actually possible to achieve Mission X, so I hacked it and now it's easy. If you like I'll post it on the web board"
"You made a mistake in your plugin — some of the missions start before others are finished. If you like I'll show you how to fix it"
"You... ... plugin — if you fire IMP missiles you can blow up your own ship. It's easy to fix it though, and if you email me I'll tell you how"
And then there was load of emails that said things like:
"I am making a TC which is going to be bigger than yours. In fact, it's going to be twice as big with twice as many planets, twice as many missions, twice as many weapons and twice as many outfits."
"I am making a TC and would like to use all your graphics. Is this ok?"
"I am making a TC which is going to be the biggest ever but I am no good at writing missions/designing ships/making maps/doing landing pics. If you send me about a hundred I will select the best and you will get your own PERS in my game."
"I have just made a plugin which makes all the ships and outfits in your game 0 credits. This makes the game much better. Can I post this on the archives?"

I did play it...and enjoyed it! But there are a few missions I believe should have text (unless it is not meant to have text, then why is it there?), such as: #183: "The Frozen Heart", #184: Escape & Victory; #196: Fine; #233: Vayella Ays; #234: Instrument Failure; #235: Drive Failure; #236: Vandalism; #237: Poisoned! All of these have a number for the offer text, yet have no text associated with it. That's probably why it took the text from the EVO Data file. I know the Jasta Hela "string" is meant as a lead-in (teaser?) to "Femme Fatale," but I wonder why Lindi Van Roth (or her ghost) is seen by <PN>, yet that's the last we hear of her other than that of her death. Perhaps she isn't really dead? Maybe she'll be seen/heard of again?
Ok, some clarifications.
There is a strong element of the supernatural in Frozen Heart, and Lindi van Roth's 'appearance' is part of that — or is it? There may or may not be more from Lindi in a future plugin, if there ever is a future plugin which I'm not promising
The 'missions' you refer to are things that you can never actually get without hacking the plugin. This is because they don't exist — they are simply left over slots reflecting an earlier stage of the plugin's development — stuff left on the cutting room floor. Because you can't see them in the game, this shouldn't worry you — unless you go hacking with a utility, which is something I keep on urging people not to do. If you want to know more about Vayella Ays, play Femme Fatale. Vandalism and Poison were written into Frozen Heart 2.0, which is unreleased for all the reasons discussed elsewhere.
