If I were to do the Nebula Exploration Mission String, and then change ships, would I still have to Nebula Penetration Device?

I think so but I am not sure. You could always test it by duplicating the pilot you are using and then change on of their ships and see if you still have the device.

I just checked in EV-Edit. The NPD stays with you when you change ships.

I don't much care if EV-Edit is buggy, because I mainly use it to get resource information for webstories and not for actual plug-in making.
The best secondary weapon, that is transferrable, is the Plasma Siphon, hands down. That and the fact that's sometimes the only weapon I have on some of my profiles.
