Ok, after i help transfer all the azd. crud and evacuate the new base, I went to xarnes like evry1 said but All i get is a mission to help transport evacuees and a mission to raid such and such, neither of which seem to be part of a string.

If my memory serves me correctly, you just need to keep hanging around there. Eventually you'll get the super shield mission string.

To speed up mission appearances (in other words, increase your chances of getting it), I'd recommend (well, it's sort of a cheat) going to your mission computer, accepting a delivery, then aborting it; then check the bar. Repeat as needed, until the mission appears.

This is interesting, this is the second time I have helped this solution.
First off, there are some requirements for the shield missions. Here they are.
1. Go to the Stror system base. Get the Stop Zidagar Photographer mission. FAIL THE MISSION. Yes, that's right. FAIL it.
2. You are given missions to evacuate Stror. Accept and complete all of them. When Stror is once more an uninhabited system on the map, THEN, and ONLY THEN, do you go to Xarnes and successfully pick up the shield missions.

I did all that, actually I think I saw it when you were explaining it to another person; I think my problem was the lack of Ultimateness.
Gahhhhhhh!! I have the Ultimate combat rating and I have long since evacuated Stror, yet I still cannot get the dang mission, all i get is evacuation and raid missions.

Alright, just to make sure I understand your problem correctly. Have you done ALL of the following?
1. You have Escorted the Evacuees from Stror to safety.
2. You then returned to Stror and defended the system.
3. You then truly evacuated Stror, and the system reverted to uninhabited on the galactic map.
If you have done all three of the above, you should be able to proceed to the next step:
4. You went to Xarnes (in the Azdgari system) after doing all of the above, and you met with the shield scientist (I think his name is Mirrifo.)
If you are unable to get the mission even then, you might, (emphasis on the word MIGHT) need to be an Upstanding Citizen in the Azdgari system. I don't remember if this is a requirement. If NONE of this works...well, maybe another idea will sprout.

Well, I think I'm an upstanding citizen, but there has never been any meeting with a scientist. And yes I did all the rest with Stror and all.
Is it just the shield booster? Cause I got that when I finished with Stror. If not, can someone please read the guide they have in the addons section about what the specific mission reqirements are? I would, but I'm using some old and decrepit mac emulator that wont read it.

There are TWO Azdgari shield generators in the game. There is the normal shield generator that you can buy, which is in the oufits section of the high-tech Azdgari worlds. The experimental generator , which you get while working on the final missions for the Azdgari, aka the shield generator missions, is given to you while helping an Azdgari scientist develop a new shield technology. It is far superior to the other shield generator. Once more, the missions for this generator can be acquired at Xarnes, a moon in the Azdgari system. To find out if you already have it. Blackfire, go to the game, open your pilot file, press 'P' (or whatever button you have for pilot info) and go to the tab that shows what outfits your ship carries. If you have the generator, there will be "an experimental generator" listed there.

Actually, you need to raise your legal status to "Role Model" and if anyone thinks that the random mission avaiability might also take into affect in the chance of getting that mission, it is irrelevant because the mission random factor is set to 100%.
