I know that the Council were made as a vacuum in the game, an empty space for programmers to fill up. There have been plugins for Miranu, UE, Voinians, Azdgari and many others. Has there actually been a decent plugin made to include the one thing that was designed for plugin design?

Beyond the Crescent was supposed to be very good, altough i'm not sure if it even involves that part of the game. I'm not really sure there were actually to many exceptional plug-ins for this idea though

Beyond the Crescent was one of my favorite plugs, it is somewhat limited on the full council issue though. I would highly reccomend too.

Beyond the Crescent is one of the few expansions that leaves the culture and balance of the standard game intact. In terms of combat difficulty it's hardly awesome, if you're adding the plug when you've already completed three central objectives and got yourself your favourite ship, but it's a good little puzzle. Go for it.

Beyond the Crescent is the best Council plug-in, but it doesn't quite answer all the questions about the Council, and it's one of those plug-ins that is definately a plug-in. There are very few that seamlessly merge with the game, and Beyond the Crescent isn't one of them.
On the other hand, if anyone thinks they could put together a series of mission string information and form a plug-in, tell me and I'll get to writing.
