I was wandering around the Gidolan Keep area looking for the blacksmith to remake the Milla'Kara shield when I noticed my dexterity had gone down to one. Is this a curse? A bug? A side effect of using the Bow of Patience? More importantly, how do I get it back?
I believe it is a side-effect of using the bow of patience, yes. Try unequiping it, and see if your dex pops back up.

Oh, I'm not sure that dex ever pops up. I was just "playing" with the Bow of Patience today, and noticed that my dex was down to 0. I figured it was the bow. So I unequipped it, went back to the logging camp, sold it, went to sleep in my in the hotel, travelled back to the Nogara village, found the tunnel entrance in the next square and it still hadn't popped back up to where it should be! So finally I gave up and went back to my last save, and replayed the game, but this time, not buying and equipping the Bow of Patience.
Live and learn is the moral of the story, I guess. And save often!
