Where can I get North Tip renegade missions?

I've played EVO through about 3-4 times now, and I'd like to see what being a renegade is like. I can't figure out where the missions are offered, or what things I need to do before the missions become available.

IIRC, you have to be an offender on Hizdriar, and go to the bar. Hizdriar is just northwest of Miranu space.
