That episode was not only a comedy, but also Deep Space Nine's 30th anniversary tribute to the original Star Trek series. I'm just saying that it's not a great source for exploration of continuity. Examination of other Deep Space Nine episodes will show you individual Klingons (Kor, Koloth, etc.) who appeared on the original series with minimal makeup, but had the full ridged-forehead etc. when they showed up on Deep Space Nine.
