Where do I start the Zidigar missions and what are the requirements? Does it take long to get access the Zidara and the phase beam whatyamacallit?

The Zidagar missions start on Pozdag-3 in the Pozdag system. You have to have a noteworthy combat rating and usually it doesn't take long at all to access the Zidagar techs.
