You'll get a massivly upgraded dreadnaught. It should be close enough - maybe even better, as you could never fit that many armor upgrades on it...
And alien will have a massivly upgraded UE dreadnaught - about on par with the Voinian Dreadnaught, though it trades some toughness for some agility.

I would recommend ROTV to anyone who wants to beef up the Voinian threat a little, since it makes the V. Cruiser much more formidable. Unfortunately, it sucks for a human user. It essentially has too many weapons. If you try to remove turretted weapons, you don't free up as many slots as you would expect. Thus, trying to customise an ROTV Voinian Cruiser will actually make it weaker. Bizarre but true. You also have a hell of a time trying to replace carried fighters for it, I seem to remember.
Still, like I said, it's a great way to make the Voinians put up a halfway decent fight. Just don't expect to enjoy ROTV1 as owner of a Voinian Cruiser.
