Drug Run in Frozen Heart

I accepted the drug run to the dissident, but keep getting scanned thus failing mission. Any help would be greatly appreciated.

Or you could blow them all up.

However, if you like a nice government rating just keep moving. If they start
chasing you and it annoys you, open fire. Then they'll forget about scanning and
will attack you (I think) so you can just rely on shields.

Moving aroound works, but evuntually you must land to drop off drugs. Right?
