Alarmingly, our treacherous enemies, the Emalgha, have duplicated Crescent fighter spacecraft. We believe that they have been trading with the Miranu, their closest neighbors with the designs for such ships.
We know that you are an enemy of the Miranu. The Voinian empire does not currently have the resources available to deal with yet another hostile civilization. But armor is very effective against the phase weapons which the Miranu use. In return for alliance, the Voinian empire is prepared to offer you information on the methods of manufacturing Dospect and Bronev armor.

Jade swears when she hears that the Miranu have been continuing assaulting the North Tip renegade ships, considering how she had offered peace to the Miranu.
A renegade walks up to her. "Commander, we have just heard news that the Voinians are offering us an alliance. Shall we accept?"
Jade mutters to herself . "Well, since the Miranu have betrayed us, it would be to our advantage to accept this alliance".

I know that our peoples have been at war for centuries, but I believe that we would benifit from an alliance, against the raiding Azdgari, who have as of late shown very little activity. I think that we could be able to establish a weapons trade, and I have heard of a far-off race known as the Voinians, rulers of an empire and sheer tyrants. I believe that we could benifit from even more technology by allying with the United Earth government, controlled by the Terrans, who are currently hard-pressed with the Voinian threat and their renegades.

Giule's gravity engine has been completed, and they are now standard equipment on all new Voinian Cruisers and Frigates, making them slightly better in the speed department.
In return, Giule transmits the designs for Voinian weaponry and armor, as well as the new gravity engine, to Jade.
The next application of the gravity generator technology will be to replace the centrifuge cargo bays on all Voinian Supply Ships with gravity generators, thus making room for both 15 extra tons of cargo space and a mass expansion with an additional neutron cannon. My Freighter's centrifuge -> gravity field program now complete, my scientists begin work on their next big project with gravity technology - a fusion cannon.
The weapon consists of a ring of gravity repulsors on swivelling panels. A jet of tritium is fired through the ring, and the repulsors swivel to remain pointed at it all times. They force the tritium forward, but they also compress it as they are firing in a ring. Once enough pressure builds up, a fusion reaction begins and releases intense energy.
The fusion cannon is a "flak" type weapon in that the burst of tritium always "detonates" upon reaching a certain range. The weapon's range is 500 pixels of "screen" space. The blast does 100 of both mass and energy damage - about the same as a rocket, and fires once per second. It weight 40 tons, and will cost 200,000 credits. You will be able to mount up to 4 of them on a ship.
Expected time to completion: 7 turns.

All Emalgha are encouraged to rebel against their traitor rulers and restore the worlds to their true and rightful overlords, the Voinians. Any who comply will be rewarded with a full pardon and 16 oz. increase to their monthly booze ration.
