You don't give him the tooth, just let him see that you have it. You keep all the dragon teeth, you will need them later.

He should tell you more of the story of High Garendall and give you another quest to find a shield.
Open up your quest log and look at the quests that you have. What do you have? Has the elf sent you on any quests, such as, to get the black tooth? If he hasn't then you are doing the quest before being told to do so. Do you still have the Orders quest? If so, did you not look up both "Orders" and "Order of Seasons" in the learning tree? After doing that the elf should talk to you and send you on the quests.
If you've done the above and he still won't talk to you, post a list of your current quests and we can try to aid you further.

I only got two at this moment. 1) Symbol of Garendall and 2) Learning tree search. I accidently discoverd the order of crystal and took the black tooth. I hoop there is a way to start up again.
