NPD is Nebula Penatration Device, which lets you penetrate into both the Proxima and Ji Nebulas. You havt to have completed the Miranu/UE relations missions, go to Mira (or Station Pybin, I can't remember) and you're approached by a Miranu scientist, blah blah blah. You go to some new resaerch facility between Yelts and whatever the name of that South Tip renegade system is. You get to go exploring in the Proxima Nebula, take soil samples of a planet, defend the research facility from an Igazra, explore the Ji Nebula, find a hospitible planet (which there is, believe it or not), and I believe that's it. Hope this helps!
