Anybody know what kind of software I need to create plugins and where I can get it?

The most powerful and important piece of software for creating plugins is the infamous "ResEdit" program, created by Apple. You can find it in the EV or EVO downloads, or I'm sure you could find it at places like downloads.com or apple.com. Also, I would recommend getting the EV Bible (all the info contained in it applies ot Override as well) which will make using ResEdit a piece of cake. Most other developers would say ResEdit is the way to go. My two cents.

For basic plug-in resources: ResEdit EVO Formula Calc Plug Checker (not updated for EVO 1.0.2, but still good) EVO Developers Map for system and spob layout
If you want to create ship and/or outfit graphics you will need a 3d modeling program such as Mechanisto or Strata Pro and an image editing program such as Photoshop or GraphicConverter
If you want to make landing pictures you will probaly need Bryce or something similar
Check the 'editors' and 'guides' sections of the archive on this site for many of these.

Do not attempt to make a plug-in without ResEdit.
That being said, some of the other tools mentioned are definitely useful, especially since ResEditing can be cryptic for beginners. Start from the sample included in the EVO plug-ins folder, which should have "TMPL" resources installed. Without the TMPL templates, many things in ResEdit will just look like a bunch of indecipherable numbers. And the EVO Bible is also a must have. I recommend the annotated version, which, like all editing tools, is available on the add-ons page of th EVO site.
One more thing, be sure to drop by the EV Developer's Corner board if you have any problems. I always do, and people there are quite helpful. After all, if you release a cool plug-in, everyone benefits!
