I think you must be talking about Dark Tide. Red Horizon is finished; I posted the finale myself. The quote you mentioned is from Samurai's "The Dark Tide."
If you want to join "The Dark Tide", simply post saying so in the most recent "The Dark Tide" topic. If your first post was ignored, simply post it again in the story, it could have been overlooked by whoever needed to see it the first time.
