You can only do it when you have already done the Emalgha missions and taken over the station in the Romit system. The station then changes its name to Ghammol Station. It shouldn't be a problem to gain clearance to land there, since by the time you take over Ghammol Station you've probably killed so many Voinians that they like you a lot already. After that, the string is pretty much easy to follow. I won't tell you where to get marines, though, for two reasons: first, it's covered in lots of posts already, and second, I don't remember.
