How do you get the two nebula exploration missions (the ones that you have to have completed for the F-25 plugin to work)?
You have to complete the Miranu Trade Relations mission at Mira and the MTC missions at Blaga-perhaps not the latter-and then go to Station Pybin.

I think you also need a reasonable combat rating and good legal status across Miranu space.
