It's correct that you should start at Pax bar, but...

You don't need any plug to start the Voinian mission string. It's just a short set of missions if you don't have Reign installed. You can add it part-way through a pilot file, as far as I can tell. Works for me. See if you like working for the Voinians, and then expand the mission set. Whatever.
