Well, as you may have noticed, I did figure out a title for it after all. Anyway, this is our official thread for discussion, whining, and all that other wonderful out of context banter.
So, for some quick updates. First, a player list:

Latest and hopefully last version of the rules/guidelines/definitions:
1. Use Common Sense at all times. Keep things realistic, and consider non-military consequences.
2. No new tech will be allowed. Particle Beams and Tractor Beams are researched by their respective governments; no Cloaking Devices.
3. In most cases, story takes precedence over any numbers in the guidelines, as long as it follows Rule 1.
4. Flagships may be upgraded in accordance with Rule 1. Also, a ship or two not part of a regular fleet intended for special operations of some sort may be upgraded, also under Rule 1, probably at the cost of an economic unit. Be reasonable here.
5. Each system has an economic rating indicated by the green dots on the map. Governments will get an amount of cash equal to the total of their systems units added together at the beginning of every odd page (i.e. 1,3,5 etc.).
6. Each system also has an industrial rating indicated by gray dots on the map. These are used primarily for building ships. As an approximate rule of thumb, heavy capital ships (Kestrel, Confed Cruiser, Rebel Cruiser) count approximately three points, other capital ships (Corvettes, Rebel Destroyers, Confed Frigates, large freighters) count roughly two, and fighters and other small ships count about 1/4 to 1, depending on what seems reasonable (i.e. Defenders probably about 1/4, Rapiers around 1). Ship parts replenish once used at an undefined rate, but about every page seems a reasonable rule of thumb.
7. Ships may be built at any time outside of combat, as long as the fleet is stopped at a planet with at least some shipbuilding industry (industrial points). The fleet cant do anything else in that post. Purchased ships cost an amount of money (economic points) equal to the industrial points used to get them.
8. Fleets move along the standard EV jump links as marked on the map. Generally, ship with least fuel would be a good guideline as to how far to go with each post, but you can go as far as seems reasonable if necessary.
9. Defense fleets should be sized somewhere around the total economic and industrial points of their system multiplied by three, with that many points worth of ships in the fleet.
10. Points are allotted to construct starting fleets based on the number of total economic or industrial points times ten, whichever is less. Points are given to the government to divide however they choose, not to individual players.
11. Fleet sizes should be kept fairly low; 25-30 ships per fleet is a good rule of thumb. Fleets can be added, split, merged, or dissolved whenever a government wants, but try to keep them around this size most of the time except for specific major offensives.
12. Please, please, please post your fleet statistics and position at the end of each post! It makes it much easier to keep track of whats going on. Thank you.
13. Please dont attack any governments before at least one of their players has posted a move of some sort, something more substantial than background info.

C.S.S. Bahamut Corsair's Flagship CR-1096 Heavy Cruiser
President Corsair's flagship (which is oft strategically commanded by his rear admiral), is based off the older Confederate cruiser flagships, in that it has stronger shields and armour, the particle beam and the gunboat bay (which has been converted to hold the similar sized Rapiers). The C.S.S. Bahamut has been upgraded majorly in multiple areas, its new weapons outlay program being designed by Admiral RMA and tested upon both the Bahamut and the Triad. The Bahamut exclusives carries civilian fighters in place of the patrol ships and gunboats, as the Confederation has grudgingly been forced to concede that they are more effective.

Admiral RMA's Flagship is based off the older Confederate Flagships, in that it has stronger shields, the particle beam and a gunboat bay (which has been converted to hold the similar sized Rapiers), but it has also taken advantage of the the Tritanium the Confederation has requisitioned for its upgrade program. On top of that, however, the ship has been upgraded massively, doing away with Confederate fighters altogether, and instead having civilian models which are significantly better. It also has signifcantly better weapon systems, along with upgraded engines.

These glorious ships, with their complement of four patrol ships each, will surely bring the Rebellion to its knees. Not even the Rebellion's cruiser can come close to the power of the CR-1095.

FF-4237 Frigate
Terran Naval Yards builds the FF-4237 frigate exclusively for the Confederation Navy. It is a rugged and flexible design, more than a match for the puny Atonida Kestrel and any other escort ships. The use of this glorious ship as the backbone of the Navys task forces will surely be sufficent to crush the Rebellions pitiful space fleets. Although Confederation officials have noted the power of the Rebellion's destroyer-class vessel, an inspection has shown that the FF-4237 is still an effective combat vessel.

The Terran Naval Yards G-564 missile gunboat is essentially a stretched model of its cousin, the P-361 patrol fighter. As an outgrowth of the earlier P-361 design program, the gunboats designers were able to keep high the parts commonality between the two ships; for example, the gunboat unique tri-mounted wings are identical to the assemblies used by the patrol ship. The forwarded-mounted strakes along the fuselage sides hold missile racks and rocket launchers.

Recently, the Confederation have admitted that the P-361 has been superceded by more recent fighter designs, and as such the P-361 is not carried on the latest Confederate cruisers.

Blazitron Industries F-563 Lightning fighter-bomber recently won the Shelton Award for Extreme Cleverness, and its easy to see why. The Lightning mixes high speed and good maneuverability with excellent firepower, resulting in an unbeatable combination. In addition, the design is so adaptable that a modified version, the F-563N, has been produced for shipboard operations. The F-563N has also recently made an appearance on the C.S.S. Bahamut and C.S.S. Triad, Confederate flagships, proving that Blazitron Industries has indeed become a prominent shipbuilding corporation.

I know, I thought about asking Shade to change that when I first saw it, but didn't at the time. As others agree, Shade, coulf you change that for me? SOmething greener, perhaps?
Couple additions and clarifications to my original post: I'm at Diphidia II, in case it wasn't clear, and the main fleet to start is 2 Corvettes, 4 Rapiers, and 8 Defenders, plus my flagship. Diphidia is building 2 Lightnings and my Scoutship with it's first industry point. The industry stimulation program is being done with the outside money I brought in, and will give Diphidia an extra industry point sometime a bit later. Yes, you can upgrade planets within reason.
Now, one other issue I forgot to cover in the first post to this topic: moderation. I hope little will be required. If it is, I will be primary mod, however, if I consider that I have a personal interst in what's being moderated, I'll let Skyblade or SilverDragon handle it. If they both are interested too, then we go to Rak, Ipvicus, and asriel, in no particular order.

I would like at this time to purchase a pair of Rebel Destroyers, as I find I will be needing some extra firepower for an upcoming operation. I give you my personal assurances that these ships, if I am allowed to purchase them, will neither leave my personal control or be used to harm Rebellion interests in any way.
Would you check with the Rebel leaders to see if they would be willing to authorize this purchase? Id be very grateful if you could arrange it. I would be able to come to Palshife in approximately one week to pick them up. Please respond as soon as possible.

The above mentioned Rebel destroyers, if sent, would not reach their target (Diphidia), Macavenger. A Confederation battlefleet stands in every single path from any Rebellion system and Diphidia.
Of course, Skyblade is unlikely to know about the new positioning of Confederate ships, so for IC, he won't be able to say; "No, I can't get them there". <sighs happily> I'm sure the Rebellion will love you after you send two of their destroyers to an early grave.

You, as the leader of Propus, get about 20 or so points to spend on your starting fleet. Kestrels cost 3 points, corvettes & argosies about 2, rapiers 1, lightnings .5, other fighters are .25-.5

Carno - what Rak said is essentially correct, but keep in mind that these are all guidelines, and you can fudge on them if necessary. At this point, I intend to allow your starting fleet, even though it was about two times to big, because of the misunderstanding. Just don't fudge things that big on a regular basis.
Captain Skyblade - Suggest you tread softly. Dragon has been doing everything right so far, and if your initial response is not equally good, I don't see good things coming the Rebellion's way in the near future. Just a little friendly advice, one Rebel supporting board member to another - and also because I really would like this to last more than 4 pages or so. Oh, and take KK's advice. I really wanted to email this warning to you, but...
(edit) In light of Rak's request, Carno, request you cut the fleet by 5 Kestrels as a compromise. I don't really want to get involved in moderation, especially this early, but I will do a small amount if necessary. (/edit)
(edit#2) I just noticed in the Rebel recruiting topic that Skyblade said he might not be able to post today or tomorrow. Recommend we keep this at the current low level of story/background until he's had a chance to respond. The Rebellion needs to be involved, and a lot of what I and probably some other people do at this point depend on some factors involving the Rebellion. (/edit#2)

I was told that by Asriel was allowed 50 points for my fleet. 5 (the number of dots my system has total) x 10 = 50. Now, unless you suddenly changed the rules, what you're saying isn't correct, but fine, I'll remove the 5 kestrels.

No, it's a horrible lack of understanding of a system that isn't really all that complex. Sure, I'm mathematically oriented, but several other people understand this just fine...
The theory on opening fleets was 10x your smaller dots, not 10x total dots. asriel told you wrong, basically. Apologies on that. Anyway, the story isn't supposed to be that heavily managed - I'm hoping I won't need to manage much. Anyway, now that the beginning is over, maybe we can dispense with all this stuff about starting fleets, and get on with the political manuvering.
