He doesn't do that too often. Mostly his other friends do that for him. But when they're not with him (which isn't too often), he makes fun of people. It's all in a teasing way, and he doesn't really mean any of it. Most of the people he teases know that, too. He laughs stupidly, everyone else sighs, and the victim smiles in pity at him. I think he just does it to get people's reactions. Which, because they know he doesn't mean any of it, generally aren't too thrilling. Just ignore it.
