When Darwinians are given an order, they will continue trying to fulfill that order forever. This means that if you try to direct them into a building they can't go to, or somewhere else they can't go, they'll end up getting stuck there.
The simplest solution to fix this is to just go to the map and then back to the level. When you do this, they should all be just milling around in the area they had been stuck at. They can then be rounded up by officers.
