I've never been able to get loadcargo to work, actually, when it's started at initialstel. Do you have to go to a travelstel for it to show up?

I don't remember, but can't you just make the travelstel the same as the initialstel, just so you can get the extra dialog in?

I've already reported this bug to help@Ambrosia.com. Whether or not the fix will make it into version 1.0.6 is another question.
