For mission bits and other various types of bits, is there some way i can find out what bits have already been used and what bits havent already? Is there some type of program or something?

There's Pilot File Editor, it has a feature that lets you switch on/off which bits you want.
Then there's EVOMission Bits list. What that does is list up all the bits of the game and how they are organized.
These programs can be found in the addons section under "Guides" I think.
