A way around the problem of ships wanting to live might be the following: A weapon with very low range and no explosion radius that splits into submunitions immediately after launch. The submunitions have an explosive radius that is sufficient to kill the mine-ship. The mine-ship is most probably too stupid to look into submunitions.
EDIT: One would think so, at least. Actually, the submunitions just refuse to hurt the ship who fired the weapon. At least when I try it.

And why not try using an outfit that is a missile launcher, but is rigged so that the outfit explodes killing the craft? That should work with a bit of rigging.
