doch graphics converter. get it. use it. live by it. okay, maybe that's a little extreme, but it really is quite good. it doesn't have all the flashy stuff from photoshop, but it also doesn't have the flashy price tag from photoshop

Try CorelDraw 8 LE. You can get from (url="http://"http://www.corel.com/draw8mac_le/download.htm")here(/url) .
This version of CorelDraw is fairly limited, but it does come with photo-paint, which is almost fully featured, and is an excellent paint program
Unfortunately it is about 70Mb, but is often featured on the cover CD's of Mac magazines (which is where I got it).

Appleworks comes with you computer, are you sure you don't have it on a CD?

Painting ships? hmm. Well, I'd recomend something like Fireworks 4 if you really, really want to, but I think you'd be better off investing in Graphic Convertor (http://www.lemkesoft.de/) for texture maps and a program like Cinema 4D GO for the modeling of the ships.
If you have more money, look for some of the more capable programs, but look for a demo of them before you commit yourself. Of course, if you are a student with a spare $1000 or so, look at Lightwave. Very good, but I'm broke now =P
Incase anyone reads this and doesnt catch on: ships in EV arent painted in a draw program, they are made in a 3D program and rendered into 2D sprite.

It is the limited edition version of Coreldraw (hence the LE). It is completely FREE. Just make sure you have unmetered internet time and a lot of patience, or DSL/Cable

Graphic Converter has a full set of paint tools, and is probably better than Appleworks for creating texture maps. It also has some useful image editing/effects tools. And remember, if you like Graphic Converter, remember to register it

Well... I don't know of any good dl places, but if you are going to invest in a scanner or digital camera or printer soon, you will normally find a copy of PhotoDeluxe. I love that program. It's the one I started out on. I think that would be a good way of killing two birds with one stone. That's just my two sense, not a solution.
About Graphics Converter, you can buy a MacFormat, MacWorld or MacAddict and get a copy, free, on the cd... most likely. That and you'll get a good magazine to read.
