In the Frozen Heart plugin, several of the 'hazard' ships have incredibly high crew counts. For example the Asteroid Storm has 9999 crew members. Is this a bug?

Incorrect, they lack armour ratings and thus cannot be boarded anyway.
Perhaps a better question is: Is there a fix out there for it. I've made my own, but I dont know if there is an official one.
The crew count affects your legal status and combat rating for defeating them.
Inhabitants of nearby systems are very pleased when you clear away a few asteroids or other hazards, and respect you accordingly.
And, no, it's not a bug and it doesn't need fixing.

That's a great idea...however, it might just be me, but if I'm remembering correctly, occasionally, when I blow up asteroids, independent systems start messing up my legal status. I think this was true in EV Game Expander as well, when I destroyed aliens. It's probably a bug in the engine where xenophobic govts aren't handled right though, so I'm not sure there's much you can do about it.

You never had any problem staying conscious with me around.
But when I blow up an asteroid with two shots from my laser cannon in my shuttlecraft, I suddenly have a legendary combat rating and everybody thinks I'm a celebrity. Maybe the reward for destroying asteroids shouldn't be so great.
