For the UE-Voinian, get the defector missions from the UE, but do not complete them. Instead, take the recruitment mission for the Voinians on Pax, complete the Voinian string, then complete the UE string. For the Strands, I know when I used Triple Agent theat you Adzgari and Igadzra use a planet that is destroyed in one and used in the other, and you must get the recruitment missions simultaneously for two of the Strands, so as not to flip the exclusivity bit.
