It is not. Read the EV/O bible, and you will discover that there is a point at which ships retreat, which is a shield value.

I am not saying that. A good pilot does not need a great ship. As I have said, there are people who can take down the Voinian Dreadnought in a Crescent Fighter. It is not just the size of the ship, but the ability of the pilot.

In case you have not noticed, the Azdgari (that's the correct spelling, dammit! :)) have very fast ships, which make it easy to run. Oh, and running is a strategy.

It might take half an hour, but it's fun. Crescent fighters are actually easy to do it with. Try an emalgha fighter, that's a challenge. I can do it, but only if I have an escape pod handy.

Yes, it depends on the ability of the pilot, thats what I'v been saying this whole time; that you can kill a stringer ship by using strategy. Strategys like...ooo say MPing!
